Can someone explain to me how to make frames on a website please?

I am sure it isnt too hard but I cant seem to do it. In front page when I navigate the frames dropdown I cant select anything, its lame.

I know theres loads of people here who are the bees knees at doing websites so can you please explain for me.

I found it on the help facility, it took 3 minutes to load though! I need a new processor.

I've worked out a template thingy so I should be ok.

I use dreamweaver that creates frames for you.
I'm lazy you see.

Dreamweaver = DA BOMB

Dont put frames on webpage.

How do you add page transitions too?
