The first Matrix movie was entirely revolutionary with a brilliant script with a deep and thought provoking plot. No film could really measure up to it but especially not The Matrix Reloaded. I mean I would give it 1 star for the plot, 1 star for special effects and leave it at that. Ofcourse everyone went to see it because it was the sequal to The Matrix so just for being the sequal to that film it deserves another star. So in the end I'd give it a 3 star rating although it really only deserves 2 stars. It would be ripped apart as a stand alone film, just lucky it was a sequal to that 5 star wonder.

time to crank it up to 'AAAAAAAAAAAARGH' volume level and enjoy some special effects

It's more to do with licensing, finding distributors and someone to license anime films for release in the UK had, until recently, been akin to winning the national lottery, but harder.
