Only if they use the 3 rings to try and fight his 1 ring. They can still use them to maintain their realms (Lothlorien and Imladris. Gandalf is realmless, the hobo). But the 3 rings are linked to the 1 ring, so when the 1 ring was destroyed they fade in power. So Elrond and Galadriel and Gandalf sod off across the sea. Always good.
