Personally, on TOCA on the PSX, I have no trouble completing the game with a joypad, same goes for Driver, Le Mans, F1, Colin McRae....I can't think of any game really where forking out £30-£80 quid on an extra peripheral would be worth it.
A light gun for shooters, yes. Time Crisis needs one for sure. But I've yet to meet anyone who swears by their steering wheel peripheral. Anyone?

Midtown Madness, and Colin Macre were good with it... and I played the Carmageddons with it as well... fun for a while, I suppose.
Good device, yes. Not so good with FPS's mind.

Steering wheels are harder to use than pads, but they're still more fun.
I'd also quite like to try using a steering wheel on non-racing games, but thats just the way I am.....
The chair rig sounds a good idea, and I've seen those sold too, but the cost is a bit prohibitive, as is the space requirements, I'd be better off getting an arcade machine...
Anyhow, I do think Steering wheels are worth it, especially if you can get a solid one that doesn't feel fake. Most of the ones about £50 are quite good, but if driving aint' your bag then stick with the pads!
