I've got a feeling I wouldn't have had to pay it and the parcel wouldn't have been stopped if PlayUSA didn't insist on having the price on the front of the envelope.
Ahhh well, nevermind, I got the boxset a week before it's supposed to be released in the US so it's not all bad.

You do know Play is different now ? All region 1 DVD's come from the US, straight to you, hence anything valued over (I think) £18 gets charged it now, it didn't when you could order region 1 from the www.play.com site because they shipped from america, to Europe, then to you from Europe hence avoiding the customs charge.
Play are required by law to accurately list the value and contents of any package they ship, and if they did not they'd be shut down pretty damn fast. There are plenty of people on the internet who don't get you screwed over for customs to use them instead.
