With the premiership full of Mediocer games, i'm opting for this week's fixture to be Leicester City VS Norwich. Leicester are going for the title while Norwich still have that spark of a change to reach the play-offs.

I think he means the "potentials", I.E. The people who'd win their way back into it.

Everyone will be given 5 points so the four with 0 points can keep themselves in it.
