Did a little digging for you, and it seems on the whole that most people end up resolving this problem by removing/ disabling/ updating one program or another, a set of drivers, manufacturer specific apps etc. many of which appear to have been causing problems for random people since Windows 8.
It's an interesting one, as most of those same threads start with "Since the Windows 10 update..." or "Since Windows 10 install...". I suspect that the OS has had some changes made that mean it no longer deals with problems caused by some of these "rogue" apps/ programs gracefully.
HP's forum for example is a minefield of "Uninstalled this program because of incomplete shutdown", but it's by no means the only one.
Windows has always been a bit of a bloated buggy OS anyway. It just happens to do a lot of things well at the same time.
These days I have the opposite problem, my machine only goes into sleep mode if the stars are aligned correctly.

Just trying to help here, DL, but a dodgy switch would give you exactly that, a random start up. Mine used to jump when there was a loud noise, or the cat walked past, or you shut the front door, or just plain for no obvious reason at all. Sometimes I'd go weeks without the problem, other times I'd have to turn the PC off at the PSU because it would start up once every hour or so.
Just sayin', it's worth checking. As are your bios settings...
I had an ASUS motherboard with "Instant Music On", a feature that allowed you to partial boot the PC simply by opening the disc drawer. Had another one that would boot if I plugged my phone or an iPod in via USB. There are lots of things on some motherboards that can operate despite the OS, and some don't play nicely WITH your OS.
