Now that will create interesting politics. Do they release the man ultimately responsible for thousands of deaths, or do they try him and possibly cause the deaths of thousands more as a result? If they give in and release him, they're shown to be weak. If they stand firm, try and probably execute him, they could be held responsible by voters for any response.
