Even if he does find someone then the evidence he has gathered is tainted by the illegal access, and as the authorities would have to admit where the knowledge came from it'd be laughable in court, even if it was this kind of material. What gives him the right to break other's privacy and look at their files anyway ? Again, the argument of noble intent is crap, he's a virtual voyeur at best.
At the end of the day he's just some sad computer geek doing illegal stuff, no matter the reasons. It's like saying I can hack into bank accounts and if I find illegal transactions it makes it okay....
