I my self like Tom Paris the best becuase he's funny; he's interested in the 20-21st century which would come in handy when you go back in time... Which actually happened; he's the best pilot the Star fleet has ever had (well I think so); he also designed a new shuttle craft called the Delta Flyer.

No doubt that he's a good actor, but best captain? It's not hard to do your job with a ship like the Enterprise-D, but somethin' like Voyager, small, not over armed with weapons, alone against entire species out to kill you. I think Janeway is the best on of all.
