Would you be interested in seeing independent movies? And if so what sort of Independent movies? What style of movie are you interested in?
Would a 3-day festival for example where a series of films were shown such as Bond movies be a good idea? Would seeing a series of films like Halloween be something you would enjoy seeing?
What else would attract you to a small film festival? The promise of a celebrity? How about a talk on how to produce independent films including filming and editing? How about the opportunity to make your own film there and then?
Would souvenirs interest you like T-shirts, mugs etc… especially for the event?

I agree with Goaty about the discussions. One thing you could do is show "banned" films like Natural Born Killers and Requiem for a Dream and then initiate a discussion about censorship. It's ironic, but the completely uncut version of Natural Born Killers is much less offensive than the cut one, because things like cameras tracking bullets through people's hands make the violence much more cartoonish and so play up the satirical aim of the film. When the over the top violence is cut the remaining violence is actually worse.
One more thing, if you want to show three or four films in a row, make sure you have substantial intervals in between, and that the films in question have a low a***-clenching boredom factor. I watched Mulholland Drive and then Apocalypse Now Redux straight afterwards, and an hour through Apocalypse Now I started to get very restless. I doubt you'll have comfy seats so bear it in mind.
Perhaps you could try hooking up with a local indie cinema and see if they'll let you show films there for a bit, or at least sponsor you. They're usually very nice.

My ex is an actress, and as such I had to go to many many independant festivals around Britain. And I have to say, 90% of the films shown were self-indulgent, arthouse rubbish. One had a shot of a tree for 13 minutes whilst phone messages from different countries played. Just 1 continous shot of a tree, with babbling foreigners. There were others though that actually tried to be entertaining and tell a story. Independant movies that are more than exercises in ego are fine with me, monotonous studies on the "pain of modern living", in fact, lick balls.

Personally, I think a theme over 3 days rather than 3 days worth of one particular thing would be better. If you limit it to something like James Bond or Carry on, people will think "I dont like those and I ain't spending 3 days not liking them". Whereas a theme of horror/crime/mystery/musicals would provide a link but allow a wider variation of films to be shown.

Discussion/workshops from people that are making films is cool - actual usual advice instead of a bunch of media students all trying to out Kevin-Smith each other.

Does anyone else think certain films shown in specialist locations would work? any ideas?

Yeah, something fresh, maybe the kind of foreign subtitled stuff you don't often get to see without a lot of searching.

Hmm, only if you didn't over-do it. All the Bonds would get pretty boring fast, but if it was a three day thing, maybe get a few trilogies from different genres, and run one film from each of the series each day, 6 or 7 series running simultaneously.

Maybe something as a souvenier would be nice, but i wouldn't be spending much. One thing for no more that £15 max, myself.

Is this some school project type thing?
Look at Danny Boyle, Shallow Grave, Trainspotting and now 28 Days Later are all excellent. I like A life Less Ordinary too, though it wasn't hugely popular, and I never saw The bBeach.
Rather a series of movies, movies by the same director would work.
I guess you'll want to appeal to as many people as possible, so don't stick to one genre.
I recently went to a showing of a movie in an air-craft hangar that was used as a war museum. If you can show a movie appropriate to the settign somehow, this will interest people. I suppose hiring out a church or cathedral to put a movie on it would be out of your budget, but any similar ideas could work.
