To cut costs, i requested that no OS was installed, as i already have win98, which im content enough with.
So im all up and running, put in the windows CD in, and it says i have nowhere to write to. I check, and yes, the C: doesnt exist, it cat write on the HD yet.
So where now? Any help would be much appreciated!!
thanks

But he's already said he's been into the BIOS and it hasn't detected the HDD even then. Think he has a problem even before he gets to this part!
Just going back to the jumpers, like Turbo said, there are 3 main settings for the jumper, Master (abbreviation M), Cable Select (CS) and Slave (S).
Did you build this PC yourself or did you buy it already built? Only reason I ask is that you mentioned "custom build" so I thought maybe you've bought all the parts and have built it yourself.
When you have booted from the windows 98 cdrom and started it with cd rom support then you get
A:\
Type either
A:\fdisk
You have to have win98 boot floppy inserted.
If that don't work then search on the windows 98 disk for fdisk.exe.
When you are finally in fdisk you need to create a partition otherwise your hard drive will not be detected.

Take out your harddrive and look for the jumper. It consists of a row of 6 pins, 2x3, with a piece of plastic over two of the (hopefully), and it's on the back next to the IDE cable. You need to move this to the two pins labelled "master", or similar abbreviation. If not, try the one on the opposite side to what it is at the moment. If it's in the middle, try the left, then right.
If none of this works, you can try swappying your IDE cables round, they may be plugged in the wrong way. I can almost garauntee your floppy cable is.
I had this problem last night, no HD detected, took it out, looked at the jumper setting and realised that it was on CS, changed to Master and hey, it worked.
Just a thought.
