Can anyone tell me whether I'll get a better picture for games and DVDs using a S-video cable for my PS2 or a Scart?

Couldn't say it better really, but remember that the ultimate RGB scart lets you flick a switch to composite mode, so DVD's although not in as high a quality as in RGB mode, will not suffer green screen. Still get a region X though.....

SCART will give you great games, but green DVDs - unless you buy DVD Region X.
