In answer to the question posed in the thread title...
No, I don't think it has anywhere near the worst graphics. But there are plenty of games that don't do the machine justice, and many which look like PSone games.
Having seen what is possible on the machine via some games like GT3, Baldur's Gate: Dark Alliance and others, it's clear that the PS2 - even with its two-year-old hardware - can still compete admirably.
The fact that developers don't make the best of it is something which I feel Sony need to address, because clearly it CAN be done.
