Good point. But think of it like this. How did those companies get the money? By making great 'ground breaking' games with small amounts of money.
GTA and the three games on the PS1 and PC all seemed to get a little better, but with the money made in these, Rockstar and DMA were able to make a more significant game. And now that the whole nationg has turned psycho, they have MILLIONS to spend on GTA: VC.
Metal Gear Solid started on the nintendo! the game was like and RPG type third person thing. Hideo made a little cash, but when his team of 9 or sumthing (around that anyways) made a little gem on the PS1, the money rolled in. Then they made an 'add on' which made a little more. So with the money they recieved from sales and Konami, they could start work on the Biggest Hyped game in history, Metal Gear Solid 2: SOns of Liberty.
so you do not neat thousand, or indeed millions, to creat a crowd pleasing game. Just a good imagination.

I think a lot of developers have noticed that the PS2 has been very succesful and are releasing some really shoddy games because they think it will sell just because of the success of the PS2. Also if you look at the likes of MGS2 and GT3 it takes a lot of money to create games of this standard and other developers may not be able to afford the cost that it takes to make a really astounding game.

I agree with that, there are some good games out there that show what the machine is capable of (GTA3, GT3, MGS2, MOH: Frontline etc, etc.) but a lot of developers just dont seem to be able to make full use of the resources available to them. I think a lot of developers have noticed that the
but the lack of anti aliasing in some games really annoys me such as in Virtua Fighter 4...i was so disappointed to see all the jaggies...good game though which is all that i care about at the end of the day :D
