I saw that letter in there on Saturday and the name Russel Mehrad instantly lead me to think... "RM - as in RM18!?"
And the way it was written, Vintage Stuff - that helped lead me towards my conclusion that it MIGHT have been you. :)

i was in nom 3 times , for the high scores on tony hawks GBA , and f-zero (GBA) , and i won once (damn printing times , sent it in too late) they sent me a blue offical n64 control and a rumble pack , and it came in a huge jiffy bag that i could sleep in !! beat ! THAT !
