It still retains a lot of the look and feel as before, but with a few noticable differences. Please take a look and tell me what you think.

no, u use the alt tag for images and the title tag for hyperlinks - u can use title in other situations, but thats the only place i use them...
I like it, looks cool. I'll have a proper look soon but had a glance at the front and I like what I see :o).

Nice site, but I do have a couple of things more or less along Nimco's comments...
1, The Blue bkgnd. It's a little bright and makes the text just a tad difficult to read at 256 (It's a habit, I still test at 256!). i would drop it down to either #000066 or #000033?
2. You style sheet... Why is it in the pages? This slows down your rendering time... just take all you CSS atuff and stick it into a file called funky.css or something. This will also make life quicker when it comes to tweaking the look and feel as instead of all of the pages having to be editied, you just edit the css file.
3. Meta Data my dear boy... "chrtset ISO blah blah blah" is fine but what about description, author, content etc.
4. ALT's.
OK, so there are a few missing, but just to be picky, I would also use the "title" too, especially in light of the Disability Access Rights coming in at the end of this year where all websites in the public domain have to be accessable buy disabled users!! (It's stupid I know, but hey, it was gonna happen eventually!) It's worth getting into the habit now and you can assign "title" to href's too giving a nice little "tooltip" style window on all of your links!
And finally...
5.DIV's
Don't use them, they can be a little dodgy in some browsers. I've had endless prblems with them especiall on alignment issues, but then again, you can re-assign them in CSS if needed....
I hate picking holes in your work, especially when they're minro ones but then you'll get your turn to critisize mine soon as I'll be launching my latest corporate baby at the end of the month!! Once I've got the gimps in MIS to fix the database...
**Little note for anyone who uses a plain text data base.... make sure there are no font tags in the damn thing if your using CSS!! Long story, but basically my latest two corp projects use CSS to deliver the content only to find that my MIS boys had spent £1million on building a new full text server only to have left all of the font tags in and screw up the delivery!! overides CSS!! I will kill them one day!!
1) Check all your images have alt tags - accessibility as well as search engine ranks - they take keywords from alt tags!!
2) Some of the page heading images aren't completely transparent, so they leave an area of blue at the bottom - e.g. not stripey like the bg.
3) It might be worth making the blue in the background darker, so they white text stands out more. I'm just worried that people on lower resolutions or with cheap monitors may not be able to read the text clearly.
Apart from these few pedantic things, GREAT SITE!!
