The european union says blood isn't allowed in game (unless an 18), so NTSC versions of wrestling games often have blood, but PAL versions don't. But what about Tony Hawks, it has blood but isn't an 18 title ?

Yeah but its realistic in its proportions, i dont think they will be too upset that the blood comes from a bleeding nose.

Tony Hawks isnt a 18 on the PS2...
