You can't revive your character because they get sucked into the sand, which means you can't use them again until you win the battle, which you won't if hes dead, but if you only have one character left ruby doesn't use this move anymore, which is why you either need all three characters with the right materia and armour, or you start with just one character alive. You choose which one is easier.

You have to win enough points in the gold saucer to get both omnisash and w-summon, and then you can play the special battle, where you fight stronger monsters and then the proud clod again, once you do this, then you get final attack.

I think u get the final attack materia from the game place

how do you get final attack materia

why cant you just revive him

By the way, if you put phoenix as a final attack against Ruby, then if you die your whole party will be revived, which is a VERY BAD THING as your most powerful character will probably be lost.
