The main reason for the lack of a game like this is obvious. It would be terribly boring. Why would anyone buy a game where they can drive at 50mph rather than 200mph in other games? Well it depends on how fun that 50mph can be.
Some ideas for the game to prevent it fom being boring:
1. As in real life there would be Police, but if they are not in sight, why not break the speed limit? An average car the can go over 100mph you know! (Now you wouldn't go 150mph, weaving the traffic in your real car would you? Otherwise you would become 'one with the metal' in no time, but this can also happen in the game - but hey, it's only a game, isn't it?) Oh yeah skip the traffic lights if the way is clear!
2. Going around damaging your car is not recomended, because if your car is damaged there could be a strict penalty like: having to pay your extremely hard earned points/money for repairs, not being able to use the car for a week/month (aaaahh) or if the car is too damaged, never being to use it again and to rub it in, having many points/money being reduced. This would force you to be extremely careful (as in real life) and take good care of your favourite cars.
3. The cars would obiously behave and handle like in real life - Gran Turismo is a good example.
With the game, graphic and dynamic engine defined above, there are all sorts of gaming concept possibilities, e.g.:
Getting from one place to another with a time limit - dealing with traffic, traffic lights, police, weather, fuel etc on the way. How about a race against your mate and his pride and joy (car!)! This won't be like 'Burnout' because 'Burnout' is not meant to be a realistic driving simulation.
Cabbing? To earn money? Hmmm maybe not hehe.
Stunts are always a good idea - now you can fulfil you dream of caning it over a 'humped back bridge' but be careful!
Why turn around corners when you can slide around the?
Downloadable new games, cars, levels, concepts etc, as the game engine would be perfect anyway, there would be no need for any sequel, just add-ons.
Basicly this type of game would be just like driving in 'real life' but without the dangerous consequences of adrenaline caused mistakes, but these mastakes would still be avoided in the game due to harsh panalties.
For me this would be a landmark acheivement in videogames history.
The Real Driving Simulation
If you built proper missions in, gave it the freedom of several cities and a motorway and then had you running from the cops, being able to hide the car and find somewhere to stay for the night, with your energy and health being driven by the whether and last time you ate etc, then it might work. The missions could be to pick up goods, avoid the police or government for a set amount of time and stuff like that, but this is again getting away from the original idea of a realistic driving game.
On it's own it would just not be worth playing.
