You shouldn't go near frames unless you're certain you can pull it off, because frames can look really ugly. Although I once made a site with heavy frames usage and I got it quite sexy, if I do say so myself. But I removed all the borders and stuff and they were pretty invisible.
That was for my CS clan years ago. The domain's now expired and been bought by someone else, who interestingly enough, seems to have turned it into a porn site. Seriously.

Actually ignore that last comment, I'll go with the html/javascript thing whilst listening to Bob's album.
Hopefully I'll have the time to do some more html/javascript learning. Or I could be the guy who controls the fans in the IT suite! Yeah!
