Pro Evo gives you the best technical game of footy, but PES2 is more arcadey than PES1, including some very tacky motion blur on the ball! I've played a friends copy frequently... the commentary is lousy, the names are all wrong, the menus are confusing, and the over-all presentation sucks.
TIF2003 gives you the best mixture of both FIFA and PES - a solid game of football, most of the names are in there, the player likenesses are better than FIFA in some cases, and you can get good approximations of the official kits, but without the sponsors, and the commentary is excellent.
So it all depends what you prefer.
If you absolutely must have the best technical game of football and can make do with the dodgy commentary and names etc., get PES2.
If you want all the official kits, names, stadiums and competitions, get FIFA.
If you want the best of both, get TIF2003 - that's what I did, and I'm not disappointed at all. And as I said, I'm considering getting FIFA2003. Ironically, though I loved PES1, I have no intention of buying PES2.
Put simply, in my opinion, PES2 has not moved on significantly from PES1 - in fact in some aspects, it's gone backwards. TIF and FIFA, however, have moved on a long way, and are serious competition for the PES series.
Your best bet is to try and get demos of each and see which suits you best, or ask in a local games store if you can try each title out; they should oblige if they want your money!

FIFA is for kiddies who want to play as there fav players and want to win matches 10-8.
PES2 is for football fans who want to be part of a game they could easily sit and watch on a sat afternoon.
PES2 wins hands down
Then, we can just point and laugh at all the people who thing Fifa or TIF is superior. :D
