Also, I can't think of any possible strategy for bingo. It's a random numbers game, where you hope to good god that the numbers you have come up.

Yeah, software based random number generators are called pseudo-random because they draw numbers out of a sequence. You can get true electronic randomness, I think, but you have to measure unpredictable electronic occurrences and so it's not possible purely with software. Or maybe it's just closer to true randomness than software, I don't know.
But anyway the position in the sequence is chosen by a seed, and if the seed is chosen in a non-predictable fashion and if the sequence is long enough, for all intents and purposes (read: for Bingo), it's random.

If the numbers are generated on a computer randomnumber generator then sometimes the same sequence appears. I found it really annoying when using one in my electronic countdown game I made on NeoBook.
