who cares, the GBA can't handle a PS1 game let alone GTA3 so don't expect too great. I don't think it'll even be up to GTA standard considering the soundtrack will be dropped and the graphics will be a bit tacky, For the same price (maybe less) you can get GTA3 for the PS2 ;-)
it is not a 3D version because the GBA cant handle it, instead it will just be a nother top down version
