But seriously, to me, now that ISS has real player names, to me, the only real difference between the two will quite possibly be the control method.
Even with Gofen, Dergcamp and the likes, i used to favour ISS over the FIFA series, but they have a habit of always tweaking the controls, so if screenshots look similar (when my monitor is displaying more than 16 colors!), it might need a little rentage.

Opinions?

They are both on GC - but i'd pick ISS - Its much better than the EAs overblown game.

I would have to say Pro Evo GC.

Personally I like Fifa 2002, it’s a lot better then the previous versions and I enjoy it. I like a game that you can just pickup and play and for me that is Fifa. I have also got Pro Evolution Soccer and maybe if I had more time I could get into it. The thing I do not like about it is the fake names, ie Manchester V London or Amsterdam V Moscow, and also it still does not have all the player names. I will stick to Fifa for now, but in the future, who knows.

I never knew ISS had the player name license. I didnt bother me before with Sernem and Deckham playing but ISS'll be even better now.
