Instead of thinking about the best game that could ever be created, your probably better off discussing the games we might actually see, like an cute racer based on Disney characters, or Warner Bros characters, probably a cute Scooby Doo racer too. On the Playstation2 we can probably expect Resident Tekken. Nintendo will no doubt continue to dump it's stars into sports games. We've had Racing and Golf and Tennis is on it's way, so what next for Mario and his pals? Mario Baseball (or softball) is bound to be a possibility considering the sports popularity in Japan. Or how about and athletics game, I don't think we've seen one with "cute" characters yet.

James Bond Racer
This is a fantastic game idea, chose your character and one of the cars featured on the films. They'd have all of the special gadgets from the films too. There could be bonus levels in which you have to ski, or use a boat, or a tank and there could be various modes of play, such as a battle mode, time trials, and a good old race!
This would be the best racing game ever if it was done well.
