I'm currently using unfreez, because it's free, but quite frankly it's not very good.
I'm looking for something free that works with Windows XP and that allows you to alter the length between each frame individually.
Any suggestions?

The best compression engine out there belongs to FireWorks4, this will create tiny animations and has the best previewing tool available on the market. If notm try Image Ready by Adobe, it's compression engine comes second to FW4
Not technically 'free', but there's no timer on it to limit how long you can use the full 'trial' before you have to pay the $20 registration. Basically, you can download it free, and need only register it when you need to legally use your gifs on a site or something.
Also, the dissolve efect doesn't look pixellated like the one on PowerPoint or other Microsoft programs.
You can enable transparency, which browsers DO recognise, and therefore, you can make images that aren't always square, like SR's ad banners at the top there.
