I know not alot about PC's other than mines about 4 years old...is there anything i can buy (other than a new PC) to speed it up in time for Champ Man 4?

Processor speed, HDD space wont matter its the RAM for CM4.
As long as u have 500mhz, 20gb+ and 512mb RAM at least it should be fine....

Buying RAM is usually the cheapest way to improve the speed of your machine quite cheaply.
Not significantly, no. Replacing one part means replacing another, and the updates cascade through your system until you basically end up replacing the whole lot. Plus you'd need to know what to buy and how to fit it etc..
New processor, more hard disk space and more RAM.
Also clear up your files, remove stuff you don't need or use.
