Tae Kwon Do can be used for self defence, but that was not its primary motive and still isn't.
Originally it was created to keep Korean soldiers fit and with a focused mind and body. They learnt self defence in their army anyway.
It has developed through the years and I haven't seen a red or black belt in Taekwondo who can't defend themselves. Perhaps it was a useless class you went to? I've seen multi-style tournaments where the Taekwondo student or master has beaten those of another discipline easily with mostly kicks, even against kick boxers.
As I said, it must have been the school you went to.

No tae kwon do is the art of self defence. I learned nothing about dealing with a violent situation, useless.
Found it annoying, boring, and I was too good for them all anyway.
