Cylinders n stuff in more modern video games are improving. Specially on PC's anyways. Cos on PC's they can detect what spec of computer you have, or you set the detail level etc, and they can change how scenes are rendered. In the case of cylinders, the amount of edges around the cylinder can be increased if you have a decent computer, and the number of edges can be lowered for worse computers. Also, bezier pathches are used for curved surfaces in some games. A good example is in Quake3, with the arches. When you have it on a high detail, they look really smooth, but if like me your computer is naff, then they look a bit more jaggerdy.

Texturing techniques are starting to be used a bit more nowadays. Have you seen the Doom 3 footage? The pipes in that game look very nice. This is cos they're using some very good texturing techniques to render the scene. Thus the reason you'll need a beast of a machine to play the game!

When you see all those low-polygon circles and cylinders in video games, I can think of a better way of doing things, at least some of the time.

I'm not entirely convinced I'm right, because it seems fairly basic.
But if it'd work, it'd mean rendering propper circles, cylinders and cones.

It'd probably take a while to explain, but if you like I'll have a go in a bit. Maybe by e-mail.

Nope sorry, don't know of any free downloadable 3D modelling programs. I'll ask a mate of mine on msn later if I catch him, to see if he knows of any.
