Indeed. Also, an RGB cable isn't needed to play in colour, I use the American Composite cable that came with it, and it works fine. I then tried my RGb cable and it didn't make a difference at all.
anyway no you won't ever get bad framerates if you have an NTSC compatible TV. I've been playing imports for years and this isn't an issue.
