It is when you become a Newbie and you think you're all high and mighty and start posting crap.
It's a term used by some of our more illiterate regulars in order to steriotype newbies, and make themselves feel superior.
I guess it's supposed to mean an act or statement pertaining to the likely behaviour of a newbie.
