This is what I currently do with pictures:
I scanned the photos
Saved them as bitmaps
Resized the pictures to suit the website and saved as jepegs
Placed and uploaded onto website

Is there a better way I can do this to improve the quality of the pictures?
Or is this bloke just being fussy?!

Fortunately, all this can be done with the GIMP, free from gimp.org. It's second best, but hey, it's free!
Are we talking 10's or 100's of pounds here?

Ideally you nees Photoshop for this..
Scan @ 200dpi
Adjust the levels and curves ont he image
Resamplw forst to 72 then Resize
Add a little Guassian Bluur @ 0.1 pixles
Then play with the unsharp mask...

Also, what resolution are you scanning at? Personally, I scan at a fairly high res (say 100-150dpi) then do all I need to do to the image, then drop the resolution to 72dpi. Though Tyla may have a better way.
If you are using Photoshop what picture quality are you going for? Up it to the best quality you can get.
Failing any of that, plus what Tyla mentioned below, your client is most likely being fussy. Can you point us to an example on a website?

The rest of the pictures on the site seem to be ok.
I think the main problem was the quality of the actual photo he scanned, plus the fact they are quite bright pictures.
