Actually, all they do is Reccomend what should be standard.

There's alot of difference between what the browser will support. Avoid CSS3 like the plague as this is still in its infancy, and to ensure they work well, test in NS4 and NS6 continually as most of the bugs appear in these two.
NS6 is 100% CSS compliant so if it's not looking right, it's something you have done wrong and not the browsers fault!:-)
TopStyle Lite is a good App for creating StyleSheets and much better than Dreamweaver as it formats the file correctly at the same time increasing the DL speed.
Part of my job here is to design Stylesheets so if you have a question, just ask and I'll see what I can do.
