DEVIL MAY CRY
Shenmue 2 came very close, too close but DMC tops my list.

I've only had it a week or so, but Oracle of Ages is amazing. I just feel the need to play it all the time. Excellent!
Grand Theft Auto 3 gets my vote.
Other notables include the sublime Devil May Cry and masterpiece that is Silent Hill 2.

Im finding it difficult to decide between Gran Turismo 3 and Grand Theft Auto 3!!
However if I must choose one then GTA 3 slightly edges it!!
