As for the other question:
Who would want a high ping? Well, no one. There is no trade off. Crap ISPs give high pings.
ping host -t
in the run box, which will ping it indefinately, rather than stop after 4.

Some people find it scary though.
Pings are usually, but not always, related to the speed to your connection speed. I say not always, because other factors such as quality of connection, hardware and your route and physical distance from the server.
Low pings are very useful in gaming. If you have a ping of 500ms, you are running 500ms behind the game. If you're up against a cable user of 20ms, then he has a 480ms advantage over you to dodge and shoot and it's a BIG advantage.

Though I doubt this is a good idea on your side, but I wouldn't mind a cheap Anytime thing, where we could dial up at anytime, but have say a limit to how long we can use it for a Day/Week/Month.
