For me anyway on the 2 platforms I have:

PC

Commandos 2: Hard but not frustrating.
Max Payne: Oh yes.
Operation Flashpoint: Hated it at 1st, now I love it. UKD!
Black & White: Flawed but excellent.

PS2:
GTA3: I need say no more
Silent Hill 2: David Lynch meets Clive Barker
Music MTV Generator: Wah-wah and flutes means cool
Dave Mirra: Harlow character in it that you can smash into walls and the floor. Hard
Soul Reaver 2: Fantastic and hardly known.

Here is my top game selection (not console specific, it just so happens that all my fave games of this year were on the PS2.....................)

1) Devil May Cry - PS2, yes only a few days old, but currently my fav game of the year........

2) Pro Evolution Soccer - PS2, the best football game ever, no more needed...........

3) GTA3 - PS2, ever laughed at something so cruel it's inhumane? I have :D

4) GT3 - Racing, driving, and more racing. Force Feedback Steering wheel on a console?? Yes, this game truely is the best racing game ever.....

5) Extermination - PS2, not everyone's cup of tea, but the first survival horror game I truely liked.....

6) Onimusha: Warlords, it's like Devil May Cry, it deserves to be higher up this list, damn it just doesn't beat any of the other games up there though, a true testiment to the depth of quality available on the PS2.............

You see, I come on here, giving it the big 'un, shooting my mouth off, pretending I know it all, when I can honestly say that I haven't bought a Playstation game for about 8 months. The only game I play is Tony Hawk's 2 - and I won that on Gameaday! My beatch bought me Spidey 2, which is cool, but it doesn't have the durability of the Hawkster. No sireebob, not for ages have I bought a game. I'm the sort of gippo who has someone up for the weekend providing they bring their PS2 and all their games. Then I stay up all hours saying 'just one more go'. So here's my list of top titles for 2001:

1. GTA3 - it's the only game I've played on the PS2 that I liked!

That's it. Hawks was 2000 wasn't it?
