No, it was free. Most publishers will do this because it gives them good press and it's good customer service.

Most games publishers will try to help you out if you email them. I once bought a 2nd hand copy of Evolution for the Dreamcast (Ubisoft) without instructions, and when I emailed support at Ubisoft asking where I could get a replacement they emailed back within 24 hours saying that they no longer had any spare copies but would a photocopy be acceptable. I mailed back saying yes and they posted me a copy 1st class the next day.
There are also websites out there with complete instruction manuals for most formats in the form of webpages which you can copy to word and print off, cheatcc.com is one of them which has a lot of N64 and PSX manuals online sent in by gamers.

The reason why games companies dont give out replacment game guides is because people pirate games... then get a copy of the original instructions from the developers free of charge...
