The performance difference of changing your fans round varies, you'll have to try it, as for the tape...

where will the air then come from?? the heatsink works by moving air over the metal to take away the heat, if you tape it up then no air will flow and ruin the point of a fan wont it???

QUESTION?

At the moment i have an Athlon t'bird 1400 @ 1600 running at between 40 and 45 degrees, the heatsink i am using is one from the fop 32 and i have a Delta Screamer Fan on top (68.5 CFM) i was wondering if i turned the fan around so it was sucking air off of the heatsink and if i put some tape around the heatsink to cover the outside of it woudl it be much more effective i wonder ????????????????

The most that mobo supports up to 133x5.5, so you wont be able to run anything at over 733mhz - and even that's unlikely without a voltage mod of sorts. I'd recommend a mobo upgrade really, and have a look at AMD while you're doing it - could understand staying with intel if you were keeping your mobo, but at the moment the benefits of AMD make it a worthy alternative.
