AMD CPUs do tend to overclock much better, but it's dependant on the individual core - each batch performs different, with the AXIA being one of the most famous and htting regular 50% overclocks (1ghz > 1.5ghz).
Never tried an intel, but the principle is as colbakes said, pump up the FSB and see how far it can go. I've seen Intel systems with 192mhz fsb (which is far higher than any AMD box I know of), but many other components will fail before the CPU. Changing the FSB affects all of the parts in your PC, so if any of your PCI cards, USB headers and RAM modules can't take it, it will halt on boot.
