Oz, if you use a dial-up, or *can* use a dial-up every now and then (even if you have broadband, you can still connect through a dial-up 56k modem and phone line),
then I suggest using Freeola's hosting.
It's free, has no ads and to use it you dial-up to Freeola's ISP number then can upload you web pages very easily.
If you have broadband, your suppiers probably give you some free web space too.
Once you've made your web pages, you can host them on there.
There's plenty of web design software around, but you might want to learn to hand-code html. It's not too difficult to get to the stage where you can do a decent site. Most of the skill is in design rather than technical ability.
If they host it for you, then they are providing a space on the internet, similar to the hard drive on your computer, where you can save your finished website. The only difference with saving it on your host is that other people will be able to see and use your website via the internet.

Erm... I don't really know the difference, to be honest with you! :)
I'm not bothered about domain names or anything just yet. That can't wait. 'Til I'm old and doing this for a living with barely a single minute of spare time in my hands.
