No, you spray the bombs and they'll go neutal,, and won't explode when you are near them.

As for Mario, if I remember correctly as soon as you enter the level you turn right and head down the beach while avoiding bombs. Once you're close to the cannon, the thing inside it will throw bomb-oms at you, simply hit them so they flip over (while avoiding setting them off), then pick them up and throw them at the guy in the cannon. Do this three times and he'll die leaving you to jump in the cannon and embark on one of those weird jumping the block affairs.
