It's what Luigi says when he wins a race in Mario Kart 64 the japanese Version. He obviously dosn't say that but it's what it sounds like to us none Japanese speaking folk.
N64 magazine went on for months about the saying.

Carl - LOL!! He's ok, but he's got MASSIVE teeth and has a really dorky laugh!! And yeah, Bettina's ok. She actually speaks English a lot better than she used to now.
