these are the missions i did on 2nd isle..
3 azzuka missions to unlock bent cop and kenji.
1 kenji mission.
All bent cop missions to unlock donald love.
3 donald love missions to get to 3rd isle...thats it!

I'm on the 3rd island and i was surprised when it said the bridge was open 2 get accross coz i haven't really done that many missions on the 2nd isle.
