Yeah, but that's assuming that they have it cast on themselves, and if they don't you have to cast it on them as well. But you can always just use hi-potions.
Also in there are skills which multiply the power of a spell which is reflected off an ally on to the enemy. EXTRA useful.
But if you want to put reflect on at all, then Carbuncle is the way to do it - it quickly puts reflect on everyone in one turn, and you won't use up any reflect spells (they'll probably be junctioned, so using them will make your stats go down). However, you probably won't use Carbuncle that often, so it will take a while for the bar to go down.
GFs aren't just about what they can do in battle, though. It's all the abilities they give you that make a real difference.
