Actually, if you read the law properly, in the UK copying the music without permission from the copyright holders - even if you're only making a backup copy of things you own legally - is breaking the law. Fortunately the thing is never enforced, as if it was every person who's ever made a mix-tape would be eligable for a fine for each individual song used. As well as this, they'd have to fine all the companies who sell tapes, writable CDs and MP3 players for encouraging copyright violation, wheras if it were legal, they could say they were encouraging their use only for legally owned material.
