Questions.
1) Is this setup decent? Can you suggest any changes
2) What the monkey does OEM mean
3) Is the motherboard ok for this setup?
4) What about the graphics card?
5) Would this be suitable for running games like Rise Of Nations or Half Life 2?
6) Have I missed anything out (cables/leads etc)
7) Is the case suitable? Or do I need something better?

CRT is dead, when upgrading why would anyone want the equivalent of a small stack of bricks on the desktop when you can have the wonderful space savingness of TFT ?
CRT's give higher resolutions, higher refresh rates, no smudging, and are significantly cheaper.
This is a well documented problem with TFT monitors.

I've got the same setup, except it's a straight Radeon 9800, and I have no problem at all - clearer display, sharper, doesnt require a massive amount of space...

I'm 21. It's always nice to have a decent mouse and keyboard, but i see no trouble in getting one at a later date.

I will use my computer for gaming but not alot and i want the best on the market at the moment so it'll last me for a few years before i have to upgrade.
I'm slowly moving on from gaming but there is still a few games i want, like half-life 2 and then i'm gonna use my computer for more serious things.
