Hypothetically, if I went to America and brought back an X-Box, what would I need to be doing to make it work over here?
And can it be made to play PAL games?

No, but I'll (hopefully) be in Canada for a while soon, without a console, so it looked like it could have been a good time to get an X Box for the stay, then bring it back.
I guess I'll just get a GBA (or PSP).

Plus I'd be wanting xbox liveage...
If I had an american xbox, a transformer and a ntsc tv, and all my games were imported, would that all work and still cope with Live?

You'd need a stepdown converter for the power.

No - Not unless you modify the console with a chip - Some chips come with switchs that allow you to "turn" them off so you can go on LIVE without being banned etc.
