Close!
It was 'Street Fighter 2: Special Championship Edition'

Balrog, the boxer, was originally called M.Bison (M.Bison : M.Tyson - see what they were doing there?) but that was changed when the game was released over in Europe.
There was a new version on SF2 more often than Man United changed their away kit.
After about 4 years of SF2 on the snes.. Street Figher 2: Special Multplayer Hyper X Fantasy Championship Edition, was released on the Mega Drive.. where we seen Chun-Li (PHWWWWWWWWWWOAR *_-) able to do a fire ball :D

Not true, Vega (the guy from Spain - i add this qualification because in the Jap version he was called Balrog) could also jump off the walls.
Oh and speaking as the ex-European Street Fighter champion...
In the original Street Fighter 2 either the best characters were either Ryu or Ken - both were identical, but when Capcom extended the range of Ken's Dragon Punch in SF2: Turbo, Ken became the single most powerful character in the game. And the one who won me the title :-)
Guile was also good as a second character. But not a patch of Ken's Dragon Punch - an unstoppable move.
He was from Spain.
He was fast, and had long arms.
Blanka was the green dude.
He sucked.
He ruled.
He had claws on his hand :o)
And that green looking monster thing, baszoka or something lol, and that fay guy. He was good.
(Im trying to remember about 8 years back)
Lol, nevermind. Soul Caliber 2 looks fun.
