It's not answering back. It's pointing out the fact that the person in question has no work to do and I'm not going to sit there and do nothing. :)

Why on Earth would I ask my boss to give me more work! Whatever the circumstances?!? He's away from his desk now, so I've quickly stopped working and dived in here!
